Panama Flag Endorsements:

Vessels registered under the Panamanian flag are required to comply with the standards set forth in the STCW Convention of 1978, as amended, regarding the qualification and competence of officers and ratings.

Panama imposes no limitations on the nationality of masters, officers, or seafarers employed on board its flagged vessels. The Panama Maritime Authority provides Title Endorsements for all officers and crew members serving on vessels registered under the Panamanian flag. These endorsements reflect the same capacity, functions, levels, limitations, and validity periods as the original licenses submitted with the application.

Please note that, in accordance with Panamanian requirements, the national license must have been issued within the past five years and must originate from a maritime authority listed on the IMO White List.
